Multi-Agency Probe Targeting Drug-Related Corruption Nets Numerous Arrests of Individuals Charged with Drug Trafficking, Illegal Gaming, and Dealing in Stolen Property

FBI Knoxville Special Agent in Charge Richard L. Lambert, TBI Director Mark Gwyn, Internal Revenue Service-Criminal Investigative Division (IRS-CID) Supervisory Special Agent David Martin, and District Attorney General Paul Phillips announce the arrests of numerous individuals on May 24, 2011, who are charged with drug-related and other criminal offenses. These arrests represent the culmination of a long-term, multi-agency, undercover investigation targeting illegal activity in Union County, Tennessee.

Throughout the day, the following individuals were arrested, without incident, as part of the ongoing investigation:

Jay Michael Collins, age 52, of Maynardville, Tennessee
Willa Dean Collins, age 55, of Maynardville, Tennessee
Tonya Elaine Cox, age 36, Maynardville, Tennessee
Dylan Boyd Devault, age 40, of Luttrell, Tennessee (University of Tennessee Police Officer and Union County Sheriff’s Office Reserve Deputy)
Loria L. Devault, age 34, of Luttrell, Tennessee
John “Moon” Hubbs, age 52, of Maynardville, Tennessee (former Union County Constable)
Theodore Jerome, age 55, of Maynardville, Tennessee
Michael Shane Jones, age 22, of Maynardville, Tennessee
Arlin Logan Norton, also known as Logan Norton, age 20, of Maynardville, Tennessee
Sherry Kaye Norton, age 53, of Maynardville, Tennessee
Daniel Wayne Overholt Jr, age 32, of Maynardville, Tennessee
Lisa Campbell Pratt, age 46, of Maynardville, Tennessee
Charles Joseph Seymour, age 38, of Maynardville, Tennessee
Timothy Allen Summers, age 43, of Maynardville, Tennessee
Floyd Earl Thomas, also known as “White Boy,” age 48, of Maynardville, Tennessee
Allen P. Wilkerson, age 46, of Maynardville, Tennessee
Mark Aaron Williams, age 22, of Maynardville, Tennessee
Stanley Scott Wynn, age 35, of Maynardville, Tennessee
Christopher Wyrick, age 23, Luttrell, Tennessee

All arrests were made pursuant to state capiases’ issued in Tennessee’s 8th Judicial District following the grand jury’s return of a multiple count indictment charging the above named persons. This investigation was a collaborative effort between the TBI and the Knoxville offices of the FBI and IRS-CID. Troopers from the Tennessee Highway Patrol, officers from the 8th Judicial Drug Task Force, and deputies from the Union County Sherriff’s Office assisted with today’s arrests.
