12-Year-Old Victim Recovered Safely

June 7, 2010 - Weysan Dun, Special Agent in Charge (SAC) of the Omaha Office of the Federal Bureau of Investigation (FBI), announced today that the FBI, Muscatine Police Department, Iowa Department of Public Safety, and Jacksonville, Florida Sheriff’s Department cooperatively conducted an investigation which resulted in the safe recovery of 12-year-old Rosaria Orr, who was reported missing on Friday from Cedar Rapids, Iowa.

Based on information developed by the FBI’s Omaha Division, investigation led law enforcement to a residence in Jacksonville, Florida. The 12-year-old was recovered nearby earlier this afternoon and is being provided services by the appropriate agencies pending her being reunited with family. Justin David Carter, 35-year-old male, of 651 E. 56th Street, Jacksonville, Florida, has been arrested and is being held in state custody, but has not been charged in connection with the girl’s disappearance. The Muscatine prosecutor, in concert with the United States Attorney, will determine what, if any, charges will be filed in this matter.

SAC Weysan Dun stated, "Law enforcement worked around the clock in a concerted effort to safely recover Rosaria Orr. Every agency made significant contributions to the effort and the FBI extends its thanks and appreciation to all. The FBI aggressively investigates any suspicious disappearance of a child and its national reach resulted in the quick and safe recovery of the child in Florida.”

Muscatine Assistant Chief of Police Phil Sargent stated, “The Muscatine Police Department is happy that Rosaria was safely found and would like to thank all coordinating agencies for their assistance.”

Iowa Department of Public Safety Commissioner Eugene T. Meyer said, "It is a very frightening thing when a child goes missing, under any circumstance. Iowa parents should feel some comfort tonight in knowing their law enforcement is working together across departmental lines, and even across state lines, to bring our children home safely."
