February 12, 2010 - Billings, Mont. – The United States Attorney’s Office and Melvin King, Acting Special Agent in Charge of the U. S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) jointly announced that during a federal court session in Billings on February 4, 2010, before Chief U.S. District Judge Richard F. Cebull, JOSEPH DOLL, a 28-year-old resident of Billings, pled guilty to conspiracy to possess with the intent to distribute and conspiracy to distribute methamphetamine. Sentencing is set for May 6, 2010. He is currently released on special conditions.
In an Offer of Proof filed by Assistant U.S. Attorney James E. Seykora, the government stated it would have proved at trial the following:
From 2007 until early 2009, DOLL was a member of a conspiracy to possess with the intent to distribute methamphetamine and conspiracy to distribute in excess of 5 kilograms of methamphetamine.
DOLL faces possible penalties of a mandatory minimum of 10 years in prison and could be sentenced to life, a $4,000,000 fine and at least 5 years supervised release.
The investigation was a cooperative effort between the ATF, Drug Enforcement Administration, the U.S. Immigration and Customs Enforcement, and the High Intensity Drug Trafficking Area (HIDTA) Task Force. King stated that “this change of plea is the result of the combined efforts of the agents and officers assigned to the HIDTA Task Force as well as the aggressive prosecutory efforts of our U. S. Attorneys in Montana.”
