January 26, 2010 - PREET BHARARA, the United States Attorney for the Southern District of New York, announced that FOSTER CREAGER, 41, of Angola, Indiana, was arrested today for transporting a 15-year-old girl from Hyde Park, New York, to Angola, Indiana, for purposes of engaging in sexual activity.
According to the Complaint filed on January 21, 2010, in White Plains federal court, a 15-year-old girl (the “Victim”) was discovered missing on September 10, 2009. Hyde Park Police and the New York State Police discovered that the Victim had been corresponding via e-mail with an individual using the name “Kenneth Bone.” The subscriber of the cellular phone used by “Kenneth Bone” was “Foster Creager,” with an address in Angola, Indiana.
Subsequently, the Victim was found in a trailer and recreational vehicle park in Angola, Indiana, with CREAGER. When interviewed, CREAGER stated, among other things, that he had picked the Victim up in New York the previous day and drove her to Indiana. CREAGER also stated that he met the Victim two or three months ago on the Internet and described their relationship as that of boyfriend and girlfriend.
On September 11, 2009, the Victim was examined at a hospital. A rape examination was performed and specimens were recovered. Forensic results revealed that the specimens recovered from the Victim contained DNA that matched DNA from FOSTER CREAGER.
CREAGER was presented in White Plains federal court before United States Magistrate Judge LISA MARGARET SMITH this afternoon and was detained without bail. If convicted, CREAGER faces a mandatory minimum term of 10 years’ imprisonment and a maximum term of life imprisonment.
Mr. BHARARA said that the investigation is ongoing. He requested that any individuals with relevant information contact the Federal Bureau of Investigation in Goshen, New York, at (845) 615-1700.
Mr. BHARARA praised the efforts and assistance of the Federal Bureau of Investigation, the Hyde Park Police Department, the Dutchess County District Attorney’s Office, the Rockland County Sheriff’s Department, the New York State Police, and the Steuben County Sheriff’s Office in Angola, Indiana. Assistant United States Attorney MARCIA S. COHEN is in charge of the prosecution.
The charges contained in the Complaint against the defendant are merely accusations, and the defendant is presumed innocent unless and until proven guilty.
