Blood Gang Member

U.S. Marshals Arrest "Blood" Gang Member in Carjacking and Robbery Charges stem from March 29th incident in Bucks County


April 8, 2010 - Harrisburg, PA – U.S. Marshal Michael R. Regan announced today that the U.S. Marshals Service (USMS) arrested Troy Dillard in Chambersburg, Pennsylvania. Dillard was being sought on an arrest warrant, dated March 29, 2010, and signed by Magisterial District Judge Donald Nasshorn in Newtown, Pennsylvania.

During the early morning hours of March 29, the Newtown Borough Police Department responded to the 100 block of North Congress Avenue for a reported carjacking that had just occurred. Their investigation determined a female victim was assaulted by three unknown males after having opened a garage door and the trunk of a 2007 Mercedes Benz CL550 automobile. It is alleged that one of the assailants grabbed the victim and punched her in the face causing bleeding in her mouth. The three assailants then attempted to put her in the trunk of the Mercedes Benz. The victim was then knocked to the ground where she was restrained, while one individual pushed a gloved hand into her mouth to quiet her screaming. One of the assailants drove away from the scene in the victim’s automobile. The other two individuals fled in a Range Rover SUV parked across the street from the crime scene. The victim was injured during this incident, and was transported to a local hospital for treatment.

Shortly after the incident, the Range Rover SUV in question was spotted by the Lower Makefield Police Department. The vehicle was stopped by the Ewing, New Jersey Police Department. The vehicle was listed as stolen from Hamilton Township, New Jersey. Two subjects in the vehicle, who were identified as Jerry Laventure and Akim Pierre, were taken into custody and interviewed by Ewing police officials.

Based upon the investigation conducted by the Newtown Borough Police Department and the Bucks County Detectives, an arrest was issued against Dillard on March 29, charging him with:

2 counts of Kidnapping

2 counts of Robbery

1 count of Robbery of a Motor Vehicle

1 count of False Imprisonment

1 count of Theft by Unlawful Taking

1 count of Receiving Stolen Property

1 count of Simple Assault

The fugitive case on Dillard was adopted by the U.S. Marshals Service’s Violent Crimes Fugitive Task Force in the Eastern District of Pennsylvania, Philadelphia on March 29.

On April 2, the U.S. Marshals Service’s Fugitive Task Force in the Middle District of Pennsylvania received an investigative lead from their counterparts in Philadelphia. U.S. Marshals based in Harrisburg, along with task force officers from the Middle District of Pennsylvania Fugitive Task Force, investigated the lead. U.S. Marshals focused on an address in the 200 block of Martin Avenue in Chambersburg.



During the late morning hours of April 6, while conducting surveillance, U.S. Marshals observed a male believed to be Dillard exiting from the target location. When approached by law enforcement, this individual immediately ran. A Chambersburg K-9 unit was released. After a short foot pursuit, Dillard was apprehended in the 200 block of Lincoln Way West. When taken into custody, Dillard did not resist and did not deny his identity.

U.S. Marshals were assisted in this fugitive investigation by officers from the Chambersburg Police Department, the Franklin County Sheriffs Office and the Pennsylvania State Police.

Dillard, 32 years of age, was taken to the Chambersburg Police Department for processing. He waived his right to a bail hearing in Franklin County. He will be transported to Bucks County for court proceedings on the Newtown charges.

Dillard was also wanted by the Mercer County, New Jersey Sheriffs Department for fleeing and eluding law enforcement authorities. Dillard is a confirmed “Blood” gang member in Trenton, New Jersey.
