Operation Check Point North

Milwaukee, WI – Kevin A. Carr, United States Marshal for the Eastern District of Wisconsin, along with Green Bay Police Chief James Arts, announced the completion of Operation Check Point North, which finished with a three day warrant roundup based in Brown County. The first part of the operation began in early September with compliance checks of sex offenders residing in Marinette, Forest and Florence counties. The focus was designed to locate and arrest sex offenders and those with outstanding warrants for other sex related crimes.

From September 14th through the 16th, investigators targeted numerous fugitives wanted on outstanding warrants issued in Brown County, the Wisconsin Department of Corrections and several other jurisdictions. By Friday afternoon nine fugitives were arrested and leads continue to be pursued on additional targets.

Highlighted arrests include Isaac Gonzalez, who was wanted for Aggravated Sexual Assault of a Child originating in Corpus Christi, TX. Gonzalez was arrested in the early morning hours of September 16, 2011 at a hotel in the Iron Mountain, MI area. He awaits extradition back to Texas.

Richard Bell was arrested at a residence on Cherry St in Green Bay, WI on September, 15, 2011. Bell has a long criminal history that includes Sexual Assault of a Child, Weapons and drug violations. He was wanted on a felony violation of probation warrant. Investigation continues and additional federal charges may be referred to the United States Attorney’s Office.

Gregory Allen Brown self-surrendered to the Green Bay Police after intense pressure by federal and local investigators. Brown had an outstanding warrant for violation of probation and was wanted as a suspect in a savage beating and robbery of a homeless woman that occurred in Green Bay on September 8, 2011.

The U.S. Marshals Service is the lead law enforcement agency responsible for investigating sex offender registration violations and related offenses in connection with violations of the Adam Walsh Child Protection and Safety Act. Enacted on July 27, 2006, this Act directed the United States Marshals to assist state, local, tribal and territorial authorities in locating and apprehending non-compliant and fugitive sex offenders. Offenders who are found residing out of state can be charged federally and, often times, those charges carry more severe penalties. To ensure the safety of children across the country, the U.S. Marshals implemented an aggressive enforcement strategy. Since the law was enacted, the United States Marshals have arrested more than 34,000 fugitives for Sex Offenses, Failure to Register and Failure to Comply with Sex Offenders Registration Requirements. This resulted in the closure of more than 42,000 warrants.
