National Incident-Based Reporting System



A video is available about the FBI National Incident-Based Reporting System (NIBRS). NIBRS was implemented to improve the overall quality of crime data collected by law enforcement, and captures details on each single crime incident - as well as on separate offenses within the same incident - including information on victims, known offenders, relationships between victims and offenders, arrestees and property involved in the crimes. The International Association of Chiefs of Police, Majors Cities Chiefs Association, National Sheriffs Association and the Major County Sheriff' Association, along with the CJIS Division Advisory Policy Board, have joined with the FBI to establish the goal of transitioning to a NIBRS-only crime statistics collection system. Justice Technology Information Center Releases Latest Volume in School Safety Success Story Series



Through its school safety website, www.schoolsafetyinfo.org, JTIC has released Sharing Ideas and Resources To Keep Our Nation's Schools Safe! Volume 4. This new volume captures all of the school safety success stories posted to SchoolSafetyInfo.org in the past 12 months in one printable, sharable PDF format.

U.S. Marshals Fugitive Task Force Arrests Robbery Suspect and Criminal Solicitation - Child Sex Act Suspect in York



Harrisburg, PA - Today, U.S. Marshal Martin J. Pane announced the arrest of Jayson Allan Halterman, a 42-year old man formerly of Lititz, Pennsylvania and John F. Kennedy, a 37-year old man formerly from Emmitsburg, Maryland.

On June 23, 2016 Northern Lancaster County Regional Police obtained an arrest warrant for Halterman. Halterman is charged with Robbery and Terroristic Threats for an incident that occurred at a residence in 900 block of Pine Hill Road in Warwick Township. Today, at the request of York City Police Department members of the Task Force responded to the 200 block of West Jackson Street and arrested Halterman.

On June 14, 2016, Cumberland Township Police Department obtained an arrest warrant for Kennedy. Kennedy is charged with Criminal Solicitation - Disseminate Photo/film of Child Sex Acts and Criminal Solicitation - Criminal Use of Communication Facility. This morning members of the task force located and arrested Kennedy in the 600 block of West Broadway Street, York without incident. Both Halterman and Kennedy were turned over to local law enforcement pending judicial proceedings.

“It is important to bring those charged with preying on our citizens’ to justice.” said U.S. Marshal Pane “It is my hope that the victims and family members in these cases will find comfort knowing that both suspects are now in custody.”

The USMS Fugitive Task Force in the Middle District of Pennsylvania is comprised of 21 state, county and local police agencies covering all 33 counties of the district.
