ROCHESTER, N.Y.- U.S. Attorney James P. Kennedy, Jr.
announced that Richard Dzionara-Norsen, 26, of Brighton, NY, was arrested and
charged by criminal complaint with possession and distribution of child
pornography. The charges carry a minimum penalty of 5 years imprisonment and
maximum of 20 years imprisonment, a lifetime period of supervised release, and
a $250,000 fine.
Assistant U.S. Attorney Kyle Rossi, who is handling the
case, stated that Dzionara-Norsen was apprehended by members of the FBI Child Exploitation
Task Force after Dzionara-Norsen was allegedly observed by federal agents
actively trading child pornography online.
According to the criminal complaint, Dzionara-Norsen admitted to agents
that he traded child pornography and had done so for a period of several months
while living in Brighton, NY.
The defendant made an initial appearance on August 20, 2018,
before United States Magistrate Judge Marian W. Payson. Dzionara-Norsen is
being held without bail pending the results of a detention hearing.
The criminal complaint is the result of an investigation by
the Federal Bureau of Investigation, Child Exploitation Task Force, under the
direction of Special Agent in Charge Gary Loeffert.
The fact that a defendant has been charged with a crime is
merely an accusation and the defendant is presumed innocent until and unless
proven guilty.
