U.S. Marshals Arrest Man Charged with Interfering with Child Custody and Recover Runaway Child



Harrisburg, PA - U.S. Marshal Martin J. Pane announced the arrest of Rosain Moreno, a 27-year old man formerly of Crystal Springs, Fulton County, PA.

On January 4, 2016, the parents of a 13-year old girl living in Cumberland County reported that their daughter ran away with Moreno. Troopers from the Pennsylvania State Police investigated and learned that Moreno along with the child may have fled to South Carolina. Troopers charged Moreno with Interference with Child Custody and asked the U.S. Marshals Service (USMS) Fugitive Task Force to apprehend him and recover the child.

Today, at about 4 p.m., deputy marshals from the Columbia, SC office located and arrested Moreno without incident; and safely recovered the child in Winnsboro, SC. Moreno was turned over to Fairfield County, SC officials to await extradition to Pennsylvania. The girl was turned over to social services pending her return to Pennsylvania.

United States Marshal Pane stated, “The federal ‘Justice for Victims of Trafficking Act of 2015’ expanded the U.S. Marshals authority to assist state and local police agencies with the safe recovery of missing children. We and our Fugitive Task Force law enforcement partners will continue to work together to help those most vulnerable.”

The USMS Fugitive Task Force in the Middle District of Pennsylvania is comprised of 21 state, county and local police agencies; including the Pennsylvania State Police – which works alongside the USMS every day.
