Kansas Man Gets 36.5 Years in Federal Drug Case

KANSAS CITY, KS—A Kansas City, Kan., man who was part of a drug trafficking ring that tried to take over the neighborhood around 20th Street and Longwood Avenue has been sentenced to 36.5 years in federal prison, U.S. Attorney Barry Grissom said today.

Mark A. Brooks, 34, Kansas City, Kan., was convicted in a jury trial on one count of conspiracy to distribute and possess with intent to distribute more than five kilograms of cocaine and more than 280 grams of crack cocaine; one count of conspiracy to maintain a residence at 2632 N. 20th Street in furtherance of drug trafficking; and one count of possession with intent to distribute crack cocaine within 1,000 feet of Northwest Middle School.

Brooks was one of 17 defendants indicted as a result of Operation Camera Shy. The indictment alleged the traffickers distributed more than $4 million worth of cocaine and crack on Kansas City streets. During the operation, investigators used undercover buyers and electronic surveillance to shadow the traffickers.

Grissom commended the following agencies for their work on the case: The FBI; the Kansas City, Kan., Police Department; the Kansas City, Mo., Police Department; the Lee’s Summit Police Department; the Jackson County Sheriff’s Department; the Leavenworth Police Department, the Internal Revenue Service, Assistant U.S. Attorney David Zabel and Assistant U.S. Attorney Tris Hunt.

ATF Announces $5,000 Reward For Information on Rose Farm Custom Cycles Arson

Ocean Springs, Miss. – Investigators from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Mississippi State Fire Marshal’s Office, and the Jackson County Sheriff’s Office announced today the posting of an award of up to $5,000 for information leading to the arrest and conviction of the person or persons responsible for the arson fire that destroyed Rose Farm Custom Cycles, 6600-A Rose Farm Road, Ocean Springs, Miss.

On Sept. 12, at approximately 1 a.m., the Jackson County Sheriff’s Office received a call reporting a fire at Rose Farm Custom Cycles. The Old Fort Bayou Fire Department responded and extinguished the fire.

Investigators with ATF, Mississippi State Fire Marshal's Office and the Jackson County Sheriff’s Office conducted a fire scene examination and determined the fire was deliberately set. The loss value of the business is estimated at approximately $400,000.

Investigators are seeking the public’s help in solving this crime and are hopeful that the reward will provide additional leads in this investigation.

California Man Charged in Kidnapping of Elderly Mother from Oregon

The FBI and the Jackson County Sheriff’s Office (Oregon) are asking for the public’s assistance in locating Marshall McMains Goldberg, who is wanted in connection with the kidnapping of his elderly mother from her home in Ashland, Oregon, on May 24, 2011. Doris Goldberg, age 85, is considered “endangered.” She suffers from Alzheimer’s Disease and dementia, and she was living with another son at the time she disappeared. The FBI has placed posters for both Marshall and Doris Goldberg on its webpage at http://www.fbi.gov/wanted/kidnap, and this case is featured on the FBI’s Facebook page today as well.

A Jackson County grand jury indicted Marshall Goldberg on state charges of kidnapping, custodial interference, and contempt of court. Because local authorities believe Goldberg has fled the state, the FBI obtained a federal fugitive warrant for Goldberg on June 30, 2011. Marshall Goldberg has ties to the Los Angeles/North Hollywood area and Daly City, California (near San Francisco), and he may have traveled with his mother to one of those locations.

Drug Trafficking Boss in Kansas City, Kansas Sentenced to 25 Years in Federal Prison

KANSAS CITY, KS—The leader of a drug trafficking ring that tried to take over the neighborhood around 20th and Longwood in Kansas City, Kan., was sentenced Monday to 25 years in federal prison, said U.S. Attorney Barry Grissom.

Antonio D. Quinn, 32, Kansas City, Kan., pleaded guilty to one count of conspiracy to distribute crack cocaine. In his plea, he admitted he was the leader of a drug trafficking organization targeted by local and federal law enforcement agencies in an investigation named Operation Camera Shy. Quinn owned houses in the area around 20th and Longwood that he and other conspirators used for distributing crack cocaine. Other conspirators paid him in money or drugs for using his houses.

In his plea, Quinn agreed to the forfeit his claims to property including 2648 N. 21st, 2636 N. 20th, 2635 N. 20th, 2632 N. 20th, 2111 N. 49th, 2016 N. 27th and 619 N. Garfield in Kansas City, Kan. He also agreed to a money judgment against him of more than $4.2 million.

Also sentenced Monday were:

■Lavaughn J. Brown, 32, Kansas City, Kan., who was sentenced to 262 months and a forfeiture money judgment of more than $4.2 million.

■Steven L. Quinn, 35, Kansas City, Kan., who was sentenced to 240 months and a forfeiture money judgment of more than $4.2 million.

■Rocquel Jones-Quinn, 38, Kansas City, Kan., who was sentenced to 84 months and a $50,000 money judgment.

■Juan D. Lopez, 32, Kansas City, Mo., who was sentenced to five years probation including two years home confinement.

■Dale E. Talley, 55, Shawnee, Kan., who was sentenced to four years probation including six months home confinement, a $15,000 money judgment and a $10,000 fine.

■Ruth A. Alvarado-Lopez, 26, Kansas City, Mo., who was sentenced to two years probation.

Investigators used undercover buyers and electronic surveillance to shadow the traffickers. Evidence showed the traffickers were watching the police, too. In Dale Talley’s plea, he admitted police intercepted phone calls in which he warned his fellow traffickers about a blue van “full of police” he spotted in the neighborhood. In another instance, Talley called to warn Antonio Quinn that Quinn was being followed by a gray car. The car was being used by police for surveillance. In another instance, Talley called Antonio Quinn to warn him that a police tactical team was closing in on him. “Shut everything down in the hood,” Talley was recorded saying.

FBI Arrests Felon with Ammunition

GULFPORT, MS—On Friday, May 20, 2011, FBI special agents arrested WILLIAM C. PAULEY, age 64, pursuant to an arrest warrant issued on May 17, 2011, by the United States District Court for the Southern District of Mississippi. The criminal complaint filed in support of the warrant alleges that PAULEY is a felon, convicted of federal and state crimes in multiple states, including Virginia, Florida, Missouri, and Mississippi. PAULEY's most recent conviction for two counts of felony forgery in Missouri occurred in December of 2007, for which crimes PAULEY is currently on probation. The complaint charges that PAULEY is in violation of Title 18, U.S. Code, Section 922(g)(1), for being a felon in possession of ammunition.

On February 25, 2011, PAULEY was arrested by the Stone County, Mississippi Sheriff's Office as a fugitive from Missouri, in violation of his probation. Based on a joint Stone County Sheriff's Office/FBI/South Mississippi Safe Streets Task Force (SMSSTF) investigation, a warrant was obtained to search a storage unit rented by PAULEY in Vancleave, Mississippi. On March 15, 2011, with the assistance of the FBI, the Jackson County, Mississippi Sheriff's Office conducted a search of the storage unit, which was found to contain several boxes of miscellaneous ammunition.

PAULEY made his initial appearance before Chief United States Magistrate Judge John M. Roper on Monday, May 23, 2011. A detention hearing and arraignment, scheduled for Tuesday, May 24, 2011, has been rescheduled for 10:00 a.m. on Wednesday, May 25, 2011, before Judge Roper.

The FBI Safe Streets Task Force is a member of the Gulf Coast HIDTA initiative and receives significant funding from the Office of National Drug Control Policy in Washington D.C. It is made up of special agents from the FBI and law enforcement officers from the Pascagoula, Moss Point, Gautier, and Ocean Springs Police Departments, the Jackson County Sheriff's Office, and the Mississippi Bureau of Narcotics.
