Wanted by the FBI: the AK-47 Bandit



The FBI needs your help to identify a fugitive who shot a police officer with an AK-47-style assault rifle after he allegedly robbed a California bank.

On Wednesday, February 29, 2012, the California Bank & Trust in Chino, California was robbed by an unknown white male. The suspect was armed with an AK-47-style assault rifle with a drum magazine. Following the robbery, a police officer patrolling the area came upon the bank robbery suspect who was fleeing the bank. The suspect fired upon the officer and seriously wounded him.

Prior to the bank robbery, a threat was called into the 911 dispatch center from a pay phone in the general vicinity of the bank by a male caller. Investigators believe the suspect employed a diversionary tactic in an attempt to delay officers responding to the bank robbery. The suspect was seen leaving the scene in a vehicle described as a late-model, dark gray, four-door Nissan Maxima with chrome trim and tinted windows.

The FBI is offering a reward of up to $20,000 for information leading to the arrest of the individual responsible for the above crimes.

Wanted Brazilian national deported from the US


Resided in Bridgeport; wanted in connection with the murder of a mayor of a Brazilian city

BRIDGEPORT, Conn. — A Brazilian national residing in Bridgeport, who was wanted in his home country for his involvement in a double homicide, was turned over to Brazilian law enforcement authorities this morning in Rio De Janeiro. He was removed from the United States by officers with U.S. Immigration and Customs Enforcement's (ICE) Enforcement and Removal Operations (ERO). This individual was originally identified after ERO obtained a law enforcement tip from the Bridgeport Police Department.

Isaias Goncalves Dos Santos, 31, was arrested by ERO officers in Bridgeport Jan. 31, 2012. He remained in ERO custody until his removal today.

The Bridgeport Police Department had notified ERO that they suspected Dos Santos, who had an Interpol Red Notice out for his arrest, was residing in Bridgeport. According to the Interpol Red Notice, Dos Santos allegedly devised a plan that executed the mayor of São Sebastião do Maranhão, Minas Gerais, Brazil. Mayor Gomes Gildeci Sampaio, and his friend, were both killed in the kitchen of the mayor's home Oct. 13, 2009. Interpol and HSI's assistant attaché in Brasilia, Brazil, confirmed the biographical details and photographic facial identifiers with Brazilian authorities, which confirmed that Dos Santos was indeed wanted by their government.
An Interpol Red Notice is used to alert law enforcement agencies in member countries that arrest warrants have been issued and extradition will be sought for the fugitives. Being the subject of this type of notice is not a presumption of guilt. Interpol is the world's largest international police organization with 190 member countries. It serves as a facilitator of international police cooperation.

"Thanks to our excellent partnership with the Bridgeport Police Department, we have ensured that this individual will be prosecuted for his alleged crimes in Brazil," said Dorothy Herrera-Niles, field office director for ERO Boston. Herrera-Niles oversees ERO throughout New England. "His arrest and removal should serve as a reminder to foreign fugitives who mistakenly believe they can elude justice by fleeing to this country. ICE will continue to work closely with its foreign law enforcement counterparts not only to ensure that criminals are held accountable for their actions, but to safeguard the rights of law-abiding citizens here and overseas."

Since Oct. 1, 2009, ERO has removed more than 335 foreign fugitives from the United States who were being sought in their native countries for serious crimes, including kidnapping, rape and murder. ERO works with HSI's Office of International Affairs, foreign consular offices in the United States, and Interpol to identify foreign fugitives illegally present in the country.

CAUTION
Kenneth John Konias, Jr., an armored car driver, is wanted for his alleged involvement in the murder of his co-worker and the theft of approximately $2.3 million, all of which occurred during his scheduled shift on February 28, 2012, in Pittsburgh, Pennsylvania. Konias allegedly shot and killed his co-worker, a fellow armored vehicle employee, before absconding with the money from the armored car. A local arrest warrant was issued for Konias on February 29, 2012, in the Commonwealth of Pennsylvania's Pittsburgh Municipal Court on charges of criminal homicide, theft by unlawful taking, and robbery. On March 2, 2012, a federal arrest warrant was issued for Kenneth John Konias, Jr. in the United States District Court, Western District of Pennsylvania, Pittsburgh, Pennsylvania, after he was charged with Hobbs Act robbery and using, carrying, and discharging a firearm during and in relation to a crime of violence.

Fugitive N.J. Man Arrested in Death of 2-Year-Old Daughter

Arthur E. Morgan III was arrested Tuesday in San Diego, according to the Monmouth County Prosecutor’s Office. He wanted for his alleged involvement in the death of his 2-year-old daughter. On November 22, 2011, the body of a 2-year-old child, still strapped in her car seat, was found partially submerged in a stream in Shark River Park in Monmouth County, New Jersey.

Morgan was supposed to return the child to her mother on November 21 following a custody visit. When Morgan failed to return the child, he was charged in the Ocean County Superior Court with endangering the welfare of a child and interference with child custody, and a state warrant was issued for his arrest. Once the child’s body was discovered, Morgan was charged with homicide.

CBP Officers at the Rio Grande City Port of Entry Arrest Man Wanted on Charges of Sexual Assault of a Child

Rio Grande City, Texas — U.S. Customs and Border Protections officers at the Rio Grande City Port of Entry apprehended a man wanted on state charges of sexual assault of a child.

On Nov. 8, 2011 CBP officers at the Rio Grande City International Bridge encountered an undocumented male Mexican national as a passenger in a 2004 Pontiac attempting to exit into Mexico. The traveler, later identified as Miguel Angel Solarzano Aguilar, 31, from Mexico was detained and, after verifying his undocumented immigration status, CBP officers discovered through database checks that he was also wanted in Illinois for two counts of sexual assault of a child charges. CBP officers confirmed the warrant, arrested Solarzano Aguilar and transported him to the Starr County Jail in Rio Grande City where he will wait to be extradited. The bail set on him was $2,500,000.

CBP officers placed an immigration detainer on Solorzano Aguilar to ensure his return to federal custody to face immigration law proceedings upon final adjudication of the state charges in Illinois.

Severiano Solis, Port Director, Rio Grande City said, “This person was apprehended due to our commitment to engage in southbound enforcement operations to detect and apprehend illegal exportations out of our country. Making apprehensions like this is what CBP does to help keep our citizens safe.”

U.S. Customs and Border Protection is the unified border agency within the Department of Homeland Security charged with the management, control and protection of our nation's borders at and between the official ports of entry. CBP is charged with keeping terrorists and terrorist weapons out of the country while enforcing hundreds of U.S. laws.

Seeking Public Assistance Identifying Hawaii Residents Who May Be Victims of Mortgage/Foreclosure Rescue Scheme

The Honolulu FBI is seeking the public’s assistance in identifying residents of Hawaii who may have been defrauded by a Missouri-based company doing business as 1st Financial Resource LLC and 1st Federal Resource LLC. The company claimed to have been operating a foreclosure abatement program demanding advance fees of $2,000 to $5,000 from Hawaii residents who had fallen behind on their mortgage payments.

On August 8, 2011, the U.S. Attorney’s office in St. Louis, Missouri announced criminal charges against Marien Brown, aka Marien White, the owner/operator of the business described above. The link to the press release is below.

The FBI believes that there are 87 separate victims in Hawaii who paid advance fees to the defendant. However, only 40 of these victims have been identified and responded to FBI questionnaires. Accordingly, there are 47 Hawaii families who may have been victimized with whom we’d like to speak.

If anyone in Hawaii wired or mailed money to Missouri in care of Marien Brown, Marien White, 1st Financial Resource LLC, or 1st Federal Resource LLC, we are asking that they directly contact the FBI office in St. Louis at 314-231-4324.

CAUTION

Jeffrey Dean McDaniel is wanted in Placer County, California, for his alleged repeated sexual contact with a minor female relative. The girl was thirteen years old at the time of the abuse. In September of 1998, McDaniel left the area with the girl and her whereabouts remained unknown until she was located in Mexico in September of 2000. According to the girl, McDaniel had traveled with her throughout California and Nevada before ending up in Mexico. McDaniel continued to sexually assault the girl, which resulted in a pregnancy. McDaniel's whereabouts remain unknown. On February 28, 2001, an arrest warrant was issued for McDaniel after he was charged with child custody deprivation. A federal arrest warrant was issued in May of 2001, and McDaniel was charged with unlawful flight to avoid prosecution.

Remarks: Maxey has ties to the Houston, Texas, area. He lived in the San Diego, California, area from 2002 through 2003. Since 2004, Maxey may have traveled to Tijuana, Mexico.

CAUTION
Charles Mark Maxey is wanted for his alleged involvement in an Internet ponzi scheme that defrauded investors in a loan program out of millions of dollars. From June 2002 to January 2003, Maxey allegedly operated a web site for EZ-Bucks, a now defunct investment company in the United Kingdom doing business in the United States and elsewhere via the Internet. EZ-Bucks offered investors the opportunity to purportedly receive substantial returns on investments in EZ-Bucks' programs. Investments were made using a legitimate electronic currency called E-Gold. However, investors received little or no returns on their investments. Through this scheme, more than four million dollars was collected from thousands of individuals throughout the world.

On March 3, 2004, Maxey was indicted federally by the United States District Court, Western District of Oklahoma for wire fraud. That same day, a federal warrant was issued for Maxey's arrest.
