"7 Carrying GPS Units in Weeklong Tryout to See How Tracking Software Worked"

The Stanislaus County Probation Department recently held a trial for a new program that outfitted law enforcement and county officials with global positioning system (GPS) equipment. The trial put GPS units in the hands of a select group of town officials, including the Modesto district attorney, county supervisor, two Turlock police chiefs, sheriff, and the mayor. The GPS units were rented by the department and given to the group to determine how the equipment and tracking worked. Most trial participants took their GPS tracking devices along with them everywhere they traveled. The monitoring technology not only tracked the whereabouts of the participants, but also informed those monitoring the group how fast they were driving. The monitoring devices, which are designed for probationers, keeps a log of everywhere the person wearing the device goes to make sure people do not violate the terms of their release conditions.

"L.A. Turns Cameras on Gang Graffiti"

The City of Los Angeles has installed surveillance cameras in a crime-ridden section of the city's east San Fernando Valley area in an effort to deter gang-related graffiti and other gang-related activities. The cameras sit atop poles at locations such as back alleys and have a motion-detection system that flashes the lens when someone is loitering in front of them. After the camera takes a picture, the system plays a voice recording that warns suspects that their picture has just been taken and that they will be prosecuted if caught committing a crime. The cameras have other features that previous generations of surveillance cameras did not have. For instance, the cameras have a wireless feature that allows them to be moved easily and more often to new locations. Officials can also download the photos taken by the camera without having to go up to the camera in a bucket raised and lowered by a crane. Some residents in the east San Fernando Valley area say the cameras are helping to reduce graffiti and other gang-related crimes. The new $180,000, 400-lbs. robot used by the Tucson police bomb squad is just one of many high-tech devices debuting on the law enforcement front. The robot is a crime-fighting tool used to protect officers from potentially hazardous chemicals or explosives, entering about 30 percent of the Tucson Police Department's bomb squad crime scenes. Technology that allows license plate scanning will soon be launched in the form of a $24,000 scanning device enabling officers to track license plates of stolen vehicles in one swooping motion. James Wysocki, administrator of information services at the TPD, says the tool will save officers hours of time in addition to maximizing the amount of vehicle plates they can scan. COPLINK, used from coast to coast, is another device that departments largely depend on. The system is accessible from a police car's Mobile Tactical Computer (MTC), enabling officers to view mug shots and maps, among other information. The convenient E-Citation program also allows officers to automatically fill out citations with license information due to a separate high-tech scanning device. Though technology has made strides within the department, Wysocki said the TPD has not eliminated any employees, and has reassigned them instead. "Big Bro's Coming to Transport Hubs"

In an effort to buffer against future possible threats, the Massachusetts state government revealed its plan to expand surveillance to all major transportation facilities, including metro stations, ports, and airports. Homeland Security Undersecretary Julliette Kayyem says the initiative is in response to the July 7, 2005, bombing attack in London, and believes video security will enable authorities to respond quickly if a similar attack occurs in Boston. Sen. James Timilty (D-Walpole), the state Legislature's Homeland Security committee chairman, says the new strategy is an important step but there are still other vulnerable public areas. "My biggest fear is that our softest targets are places like schools. I'm very scared about what could happen so we ought to have cameras in certain places," Timilty says. Along with public surveillance, the state government will organize a statewide emergency response program as part of it's heightened focus on transportation, while plans to build an Internet-based alert system and to coordinate evacuation and relocation are also being discussed.

"Police Get a New Weapon in Arsenal to Detect Hazardous Radiation"

New York state troopers and members of the Erie County sheriff's bomb squad are regularly carrying radiological detection units on their patrols. The devices, which cost $1,500 and are the size of a paper bag, are so sensitive that they start emitting beeps if a patrol car traveling at 55 mph or higher comes close to another car transporting even a tiny amount of radioactive substances. After radioactivity is located, another unit is sent to the scene to determine what the material is. Police can then decide whether the radiation being given off from a person or a vehicle's cargo is of real concern. The hand-held "identiFINDER" machine obtains a reading and then deciphers the substance. It also informs police as to whether the radiation is at a satisfactory level. If the portable database in the device cannot provide an answer, the officer can instantly email the data to a government facility. "St. Louis Police Will Get Help Locating Gunfire"

St. Louis law enforcement have received a Department of Justice grant for installing an "urban gunshot detection monitoring system" that can identify the sound of gunfire and its location. The $500,000 grant will be split between financing the new system and the Police Executive Research Forum thinktank, committed to creating strategies to reduce gun-violence. "We believe this joint venture will help us understand and examine the root causes of violent crime, especially those involving firearms," Police Chief Joe Mokwa said. Officers also say the technology will assist in the process of making arrests and lead to confiscation of more weapons. The monitoring system contains microphones that have a range of roughly one mile used to pinpoint the location of a shot. Similar technology is employed by the military, and other police departments in Chicago, Minneapolis, and Oakland, California.

"Cameras Provide Extra Eyes for Police"

The Fort Oglethorpe, Tenn., Police Department is testing a license-plate recognition system outfitted on patrol vehicles. The system is run by eight cameras erected on the light-bar of a police car, and a processor in back of the cruiser interprets the license-plate number and compares it to area and national databases. In addition, a GPS system lists the site of every vehicle, as well as stores a time and date stamp. During three hours of testing, Fort Oglethorpe police were able to take 1,467 license-plate photos with the system and were informed about 14 suspects. Numerous citations were given, and an arrest was made. Implementing the system would cost $30,000 to $35,000 for each patrol vehicle. Though there are not any immediate plans to buy the equipment, Police Chief Larry Black noted he will write a report based on the police department's tests to show to the Fort Oglethorpe City Council, which would have to sanction such a purchase. Black pointed out that money obtained from drug busts could help finance the equipment.

"Machine Aims to ID Liquids at Airport"

Scientists working with the U.S. Department of Homeland Security are developing a machine that is able to identify liquid explosives, which could be used to screen baggage at airports. The project, named SENSIT, uses magnetic resonance imaging [MRI] to identify the molecular structure of chemicals in a liquid. If the technology is implemented in airports, it could result in the end of the restriction on the size of liquids in carry-on baggage that has been in place since last September. Currently only bottles up to three ounces in weight and smaller than a quart-sized plastic bag are allowed, because current X-ray scanners can't "differentiate between a sports drink and a material somebody could use for a bomb," according to scientist Bob Kraus. The SENSIT machine currently can identify a total of 50 safe and unsafe liquids, with safe liquids showing up as a green dot on a monitor and dangerous liquids being labeled with a red dot. SENSIT is scheduled to be tested next summer at Albuquerque International to determine if the scanner can be effective in a crowded airport environment.

"San Jose Cops Unveil Interactive Crime Map"

San Jose, Calif.'s police department has launched new crime-tracking software on its Web site that lists the precise location of crime reports. Created by the Salt Lake City firm Public Engines, the software replaces a service that was much less exact. Residents can now look at a report's status, including where an arrest was conducted or if an investigation is still going on or was terminated. In addition, with much more in-depth mapping, they can focus on a region as small as a one-mile radius of their school or house. Map icons reveal where robberies, car thefts, sexual attacks, and additional crimes are being reported. San Jose is only one of a few cities in the country to provide this kind of in-depth and simple to access data. The software enables residents to obtain automatic notification through email when crimes are reported close to their houses or schools. "$6 Million Grant to Improve Cape Police Response"

The Cape Coral, Fla., Police Department has received a $6 million grant from the federal Department of Justice Office of Community Oriented Policing Services. Cape Coral will work in tandem with other public-safety groups in Lee County and the county government to utilize the grant to buy and install a highly-advanced digital radio communications system, which will enable each public-safety group in Lee County to communicate with one another. Presently, Southwest Florida public-safety agencies employ radio systems that are not compatible with one another and cannot swap information, which makes it hard for agencies to work jointly to improve crime-fighting and public safety. In remote sections of Lee County, the existing analog system also witnesses drop zones. Changing over to a digital system will result in faster response times for first responders, greater officer safety, and more access to emergency services for local residents, police claim. In addition, the new system will be more dependable and will have broadened channels to accommodate more users. The Lee County Board of Commissioners has earmarked $2 million for the project, meaning that $8 million overall will be utilized to improve the radio communications system.

With grant funding, the Bay Area Public Safety Interoperable Communications Initiative will link communication channels for public agencies in a number of urban counties in California, including San Francisco, San Mateo, Contra Cost, Alameda, and Santa Clara. The public agencies' interoperable communications system will enable greater disaster response efficiency and disaster relief coordination in the event of earthquake or other catastrophic events. The San Antonio Police Department will receive a $6 million federal grant through the Justice Department's Office of Community Oriented Policing Services (COPS), part of a U.S. Department of Justice effort to improve communications technology and fight crime. "This funding will help San Antonio first responders fight crime and keep our communities safe," U.S. Sen. John Cornyn said. "It's critical that we provide our law enforcement officials the resources necessary for emergency preparedness and other homeland security efforts to protect homes and families." Chicago's Citizen and Law Enforcement Analysis and Reporting (CLEAR) database is changing the way members of its police force do business. CLEAR has a number of capabilities designed to better connect the area's law enforcement agencies to each other and to their communities. The system is accessible to squad-car laptops, mobile devices, and community members with an online subscription. All the typical data needed to catch a criminal is made available, including warrants, fingerprints, rap sheets, identifying marks, aliases, license plates, and firearms information. High-tech equipment also monitors video and sound in areas of potential criminal activity, or can be taken on the go to track stolen vehicles or suspects in transit. CLEAR can even screen crime-rates by district or neighborhood, allowing officers to alert communities to potential dangers, ratchet up the heat on suspects, and make sure police presence is felt where it is most needed. The system has proved extremely successful, improving community relations and bringing down crime-rates in and around Chicago. "Medical Remedies Prevent Death by TASER"

For the past seven months, emergency medical technicians in Miami have been participating in a pilot program that aims to prevent TASER-related deaths. The program calls for EMTs to spray the sedative midazolam in the noses of subjects who have been TASERed if the first electroshock does not control them. EMTs then inject the subject with iced saline solution to cool their body and sodium bicarbonate to neutralize the toxic acids released by their tense muscles. The treatment, which is the first of its kind in the country, has been used at least 12 times by Miami EMTs to reduce TASERed subjects' body temperatures and calm them down. "Fingerprint Analyst Helps Solve Crime Mysteries"

Fingerprint analysis in the Miami-Dade police department runs continuously on a 24/7 schedule, staffed by 32 analysts who process a minimum of 80 fingerprints a day. Analysis entails comparison of collected prints to databases to identify dead bodies, criminals, and prisoners. Each set of fingerprints goes through multiple levels of verification; matches in a database are manually verified by at least two analysts who look for several similar characteristics between the collected print and the database entry. In addition, analysts are often called to provide testimony in criminal trials where fingerprint evidence is relevant. Fingerprint analysis is often an attractive career to those who have some background in criminal justice but who opt not to become police officers; initial training takes eight weeks, and analysts take supplementary training sessions annually. "Computers in Cruisers Give More Data Faster"

Middlesex County, N.J., officials have revealed that from patrol car mobile computers, officers between New Brunswick, Woodbridge, Highland Park, and Plainsboro will be able to communicate with each other. In 2005, a program was launched that bridged databases between the prosecutors, sheriffs, and county jails to promote advanced communications among agencies. "It's an example of taking advantage of new technology to fight crime," said Freeholder Christopher Rafano, overseer of the county law enforcement agencies. Through AT&T, the system was implemented at $358,726; each additional town under the system costs $40,000. Law enforcement officials say the system has allowed for instantaneous information and that the program's expansion among counties will serve as a powerful tool for combating crime.

"DNA Advances Led to Rape Suspect"

Strides in technology led to the review of cold cases from the 1990s that allowed investigators to trail and charge a serial rapist more than 10 years after the crime was committed. In 1995, the DNA sample needed for analysis in rape cases had to be at least the size of a quarter; now, only a sample the size of a pinhead is needed. When a rape victim from a 1995 incident called police, investigators retested DNA evidence from her case along with a 1993 and 1994 incident. Using the FBI's Combined DNA Index System (CODIS), police found a match between the DNA of a man who had been entered into the system on petty theft charges and the DNA from all three cases. Lawrence police Sgt. Dan Ward said, "These cases are horrendous, and the three young women have dealt with a lot ... [N]ow they're going to see justice."

"Cameras May Go Up Soon"

Despite opposition from Milwaukee's Common Council, Mayor Tom Barrett has moved to implement a $1 million-plus program that would install cameras in high-crime areas in the city. The cameras would be monitored via fiber-optic connections and five mobile cameras would be shared among police departments. Barrett had the support of locals and the council's Public Safety Committee until over $500,000 was sought from the council's Finance & Personnel Committee. Council representatives claimed the funds should have been included in the mayor's budget, while Barrett said that aldermen should have no trouble footing the costs for the technology if they advocated the cameras' installation. "Waynesville P.D. Goes High Tech"

The Waynesville, N.C., Police Department has experienced several technological upgrades recently, including access to the new program RAMBLER. When an accident takes place, warrants are dispensed, or a person is arrested, the report is electronically filed and made accessible to each law enforcement group connected to that software. Another improvement is new in-vehicle computers that permit police personnel to fill out incident and arrest reports in their cars, which means additional time spent on the road performing law enforcement and less time in the office entering information into a computer. Meanwhile, new laptops enable officers to perform a check for other data such as criminal backgrounds, car and license information, and outstanding active warrant notification. Golden Eagle radar devices allow offers to determine the speed of cars that are moving in any direction, including vehicles driving in front of patrol cars and coming from behind. The stealth stat is a radar system that is erected on the side of a road linked to a statistic recording machine that gets the speed and identity of passing cars. Waynesville Police are also using video analysis systems, specifically dTective by Ocean Systems, to study video surveillance recordings in order to identify and arrest thieves.

"Flexible and Fearless, Seeking Rescue Work"

Texas A&M University's Texas Engineering Extension Service operates a 52-acre "Disaster City" where fire fighters and other emergency responders from across the globe can participate in training exercises. The site was recently the scene of a robotics exercise sponsored by the Department of Homeland Security's Science and Technology Directorate and the Commerce Department's National Institute of Standards and Technology. Several varieties of rescue robots participated in the exercise, which included obstacle courses based on mock set-ups of the Oklahoma City bombing, 1993 World Trade Center bombing, and Mexico City earthquake. The robots included a 30-foot, snake-like optic robot that slinks through crevasses and holes while providing images of its discoveries. That robot, produced by university researchers in Japan, is attached to the operator's body, unlike most robots, which are operated via consoles or laptops. One Texas A&M official predicted that robots will soon become a regular part of rescue work.

"Law Enforcement Gets an Upgrade"

Police in Spokane, Wash., have received several new technologically-advanced devices recently, including durable laptop computers, which replace mobile data computers formerly found in police patrol vehicles. The laptops, which cost around $5,500 apiece, are updated every day with information concerning suspects. Dashboard cameras are placed on the inside of a police car and record the actions of an officer, and cost around $7,800 each, while Global Positioning Systems, which cost between $450 and $475 for each patrol car, enable police dispatchers to know where patrol units are all the time by examining a computer screen. Meanwhile, electronic ticketing (e-tickets) permit traffic officers to employ a scanner to acquire data from the bar code on the rear side of a driver's license and enable an officer at the scene of an accident to create diagrams of the event utilizing a software program. The e-ticketing printers cost $425 each while the bar-code scanners cost $390 each. Officials note that over three-fourths of the financing for the equipment is provided by grants. On July 18, Spokane police stated they will pursue over $4 million in federal grants for both the city and county that is set aside for technological upgrades and purchases.

The Jersey City Municipal Court introduced on June 19 videoconferencing, which will allow inmates throughout New Jersey to argue their cases from prison while the judge, prosecutor, and public defender remain at the court. Chief Judge Wanda Molina notes that videoconferencing assists in reducing security threats, health risks, and travel expenses. Officers typically assigned to moving inmates can now be assigned to other prisoners in New Jersey facilities that can have their cases heard faster, she adds. The technology is already used at New Jersey Superior Court in Jersey City and at another five municipal courts in Hudson County. Molina states that municipal courts handle around 20 misdemeanor cases each day, including assault and drug cases. The cameras function through T-1 lines, similar to a video phone call but on a bigger scale. An inmate will sit in a wired room in the prison and view the court proceedings on a TV screen with a police officer close by. The individual charged presents a plea and then a trial date is scheduled or other arrangements are set.

"'Stepping Out' Suspended After Death of Howard Officer"

The death of a Howard County police officer during a traffic enforcement operation on Route 32, near I-95, caused the Howard County police department and the nearby Anne Arundel County police department to suspend their "stepping out" policies. A team of two officers is used on occasion to stop speeders on highways and other roads; one officer mans the radar equipment, while the other steps into traffic to flag down speeders. Howard County officers will no longer step into traffic on roads with speed limits above 35 mph, and Anne Arundel County officers will not step out into traffic to catch speeders at all. Both departments plan to extensively review the policy and determine how it can be improved to prevent needless officers' deaths and still enforce traffic laws effectively.

"Cities Using Cameras Admit Tapes as Court Evidence"

About 40 police cars in Ardmore, Okla., will be equipped with dashboard-mounted cameras. The police department there hopes the cameras will help officers record suspect behavior, and help protect officers from any false allegations of misconduct. Many cities that have already instituted this technology are allowing the video and audio from patrol cars to be admitted as trial evidence. "Police Lift Hold on Buying Tasers"

City council members in Lexington, Ky., have recently approved the purchase of 50 Tasers for the 50 new police officers the city will be taking on in the next year. The Lexington police department had previously instituted a ban on the use of Tasers because of reports that the weapons were responsible for upwards of 200 deaths in the United States. The department has lifted the ban after reviewing several studies which concluded stun guns alone were not responsible for fatalities. When used properly, Tasers offer police a safer option to subdue suspects. "Unmanned Aircraft Assist for U.S. Hunt in Explosives"

American military forces and their Iraqi allies are employing more sophisticated technologies, including tiny unmanned aircraft constructed by Honeywell International Inc. to attempt to locate deadly explosive gadgets concealed on the battlefront. Honeywell has implemented infrared cameras and additional sensors on small, remotely-operated helicopter-type devices, known as Micro Air Vehicles (MAVs), that can sit right above suspect sites and transmit images back to soldiers employing a portable handheld terminal. Thought to be the initial unmanned aerial vehicle of its kind specifically used in Iraq to uncover hidden explosives, the MAV weighs around 14 pounds, lifts off vertically, and can function at altitudes from just a fewer inches off the ground to over 10,000 feet. Barely one foot in diameter, the MAVs can fly at over 50 miles an hour. They are part of the firm's effort to create new surveillance technologies to increase its military, space, and homeland security operations. The introduction is part of a wider trend to create more innovative equipment to locate and take apart Improvised Explosive Devices, responsible for the bulk of American deaths in the combat in Iraq. University of Arizona assistant professor of civil engineering Yi-Chang Chiu has been developing Multi-Resolution Assignment and Loading of Traffic Activities (MALTA), software designed to simulate large-scale evacuations during a disaster to help transportation officials determine the best traffic management strategy. "Solving large-scale evacuation problems is overwhelming," Chiu says. "No one can just sit down with a map and draw lines and figure out the best answer to problems like these." Chiu says MALTA reacts to a situation in real time, adjusting as the scenario changes. The software relies on detailed traffic census data collected by state and city transportation departments, as well as real-time traffic surveillance data. The software predicts actions drivers may take, such as when they leave and what road they take, and adjusts for factors that may alter drivers' plans, such as radio reports, congestion, and freeway message boards. The program is also able to predict airborne hazards, such as toxic gas from a refinery fire. By using air-plume dispersion models and wind direction, speed, and temperature, the program can calculate health risks and potential casualties. The program also provides post-disaster assistance by helping officials make choices such as which highway to repair and open first. Chiu says MALTA will be ready soon for state transportation and emergency medical agencies. The next generation of MALTA uses parallel processing and is designed to run faster, handle larger networks, and respond minute-by-minute to real-time emergencies.

The National Highway Traffic Safety Administration (NHTSA) reports although police pursuits take the life of one person a day, police departments are not required to track these incidences. "A department that's not tracking pursuits is asking for trouble," and officials note incidences involving firearms are not neglected like police pursuit accidents. In 2006, Chicago spent $7 million on settling lawsuits involving police pursuits, and usually, lawsuits become classified as "motor vehicle accidents" when pedestrians are hit or accidents occur at intersections. Experts note that police departments taking the time to investigate average pursuit speeds, numbers of injuries, and numbers of deaths related to police pursuits are better equipped to institute policies to reduce those numbers through officer training programs focusing on driving skills.; the Chicago Police Department's vehicle pursuit policy does not refer to any driver training programs for officers.

"Fingerprint Analyst Helps Solve Crime Mysteries"

Fingerprint analysis in the Miami-Dade police department runs continuously on a 24/7 schedule, staffed by 32 analysts who process a minimum of 80 fingerprints a day. Analysis entails comparison of collected prints to databases to identify dead bodies, criminals, and prisoners. Each set of fingerprints goes through multiple levels of verification; matches in a database are manually verified by at least two analysts who look for several similar characteristics between the collected print and the database entry. In addition, analysts are often called to provide testimony in criminal trials where fingerprint evidence is relevant. Fingerprint analysis is often an attractive career to those who have some background in criminal justice but who opt not to become police officers; initial training takes eight weeks, and analysts take supplementary training sessions annually. "Computers in Cruisers Give More Data Faster"

Middlesex County, N.J., officials have revealed that from patrol car mobile computers, officers between New Brunswick, Woodbridge, Highland Park, and Plainsboro will be able to communicate with each other. In 2005, a program was launched that bridged databases between the prosecutors, sheriffs, and county jails to promote advanced communications among agencies. "It's an example of taking advantage of new technology to fight crime," said Freeholder Christopher Rafano, overseer of the county law enforcement agencies. Through AT&T, the system was implemented at $358,726; each additional town under the system costs $40,000. Law enforcement officials say the system has allowed for instantaneous information and that the program's expansion among counties will serve as a powerful tool for combating crime.

"DNA Advances Led to Rape Suspect"

Strides in technology led to the review of cold cases from the 1990s that allowed investigators to trail and charge a serial rapist more than 10 years after the crime was committed. In 1995, the DNA sample needed for analysis in rape cases had to be at least the size of a quarter; now, only a sample the size of a pinhead is needed. When a rape victim from a 1995 incident called police, investigators retested DNA evidence from her case along with a 1993 and 1994 incident. Using the FBI's Combined DNA Index System (CODIS), police found a match between the DNA of a man who had been entered into the system on petty theft charges and the DNA from all three cases. Lawrence police Sgt. Dan Ward said, "These cases are horrendous, and the three young women have dealt with a lot ... [N]ow they're going to see justice."

"Cameras May Go Up Soon"

Despite opposition from Milwaukee's Common Council, Mayor Tom Barrett has moved to implement a $1 million-plus program that would install cameras in high-crime areas in the city. The cameras would be monitored via fiber-optic connections and five mobile cameras would be shared among police departments. Barrett had the support of locals and the council's Public Safety Committee until over $500,000 was sought from the council's Finance & Personnel Committee. Council representatives claimed the funds should have been included in the mayor's budget, while Barrett said that aldermen should have no trouble footing the costs for the technology if they advocated the cameras' installation. "Waynesville P.D. Goes High Tech"

The Waynesville, N.C., Police Department has experienced several technological upgrades recently, including access to the new program RAMBLER. When an accident takes place, warrants are dispensed, or a person is arrested, the report is electronically filed and made accessible to each law enforcement group connected to that software. Another improvement is new in-vehicle computers that permit police personnel to fill out incident and arrest reports in their cars, which means additional time spent on the road performing law enforcement and less time in the office entering information into a computer. Meanwhile, new laptops enable officers to perform a check for other data such as criminal backgrounds, car and license information, and outstanding active warrant notification. Golden Eagle radar devices allow offers to determine the speed of cars that are moving in any direction, including vehicles driving in front of patrol cars and coming from behind. The stealth stat is a radar system that is erected on the side of a road linked to a statistic recording machine that gets the speed and identity of passing cars. Waynesville Police are also using video analysis systems, specifically dTective by Ocean Systems, to study video surveillance recordings in order to identify and arrest thieves.

"Flexible and Fearless, Seeking Rescue Work"

Texas A&M University's Texas Engineering Extension Service operates a 52-acre "Disaster City" where fire fighters and other emergency responders from across the globe can participate in training exercises. The site was recently the scene of a robotics exercise sponsored by the Department of Homeland Security's Science and Technology Directorate and the Commerce Department's National Institute of Standards and Technology. Several varieties of rescue robots participated in the exercise, which included obstacle courses based on mock set-ups of the Oklahoma City bombing, 1993 World Trade Center bombing, and Mexico City earthquake. The robots included a 30-foot, snake-like optic robot that slinks through crevasses and holes while providing images of its discoveries. That robot, produced by university researchers in Japan, is attached to the operator's body, unlike most robots, which are operated via consoles or laptops. One Texas A&M official predicted that robots will soon become a regular part of rescue work.

"Law Enforcement Gets an Upgrade"

Police in Spokane, Wash., have received several new technologically-advanced devices recently, including durable laptop computers, which replace mobile data computers formerly found in police patrol vehicles. The laptops, which cost around $5,500 apiece, are updated every day with information concerning suspects. Dashboard cameras are placed on the inside of a police car and record the actions of an officer, and cost around $7,800 each, while Global Positioning Systems, which cost between $450 and $475 for each patrol car, enable police dispatchers to know where patrol units are all the time by examining a computer screen. Meanwhile, electronic ticketing (e-tickets) permit traffic officers to employ a scanner to acquire data from the bar code on the rear side of a driver's license and enable an officer at the scene of an accident to create diagrams of the event utilizing a software program. The e-ticketing printers cost $425 each while the bar-code scanners cost $390 each. Officials note that over three-fourths of the financing for the equipment is provided by grants. On July 18, Spokane police stated they will pursue over $4 million in federal grants for both the city and county that is set aside for technological upgrades and purchases.

The Jersey City Municipal Court introduced on June 19 videoconferencing, which will allow inmates throughout New Jersey to argue their cases from prison while the judge, prosecutor, and public defender remain at the court. Chief Judge Wanda Molina notes that videoconferencing assists in reducing security threats, health risks, and travel expenses. Officers typically assigned to moving inmates can now be assigned to other prisoners in New Jersey facilities that can have their cases heard faster, she adds. The technology is already used at New Jersey Superior Court in Jersey City and at another five municipal courts in Hudson County. Molina states that municipal courts handle around 20 misdemeanor cases each day, including assault and drug cases. The cameras function through T-1 lines, similar to a video phone call but on a bigger scale. An inmate will sit in a wired room in the prison and view the court proceedings on a TV screen with a police officer close by. The individual charged presents a plea and then a trial date is scheduled or other arrangements are set.

"'Stepping Out' Suspended After Death of Howard Officer"

The death of a Howard County police officer during a traffic enforcement operation on Route 32, near I-95, caused the Howard County police department and the nearby Anne Arundel County police department to suspend their "stepping out" policies. A team of two officers is used on occasion to stop speeders on highways and other roads; one officer mans the radar equipment, while the other steps into traffic to flag down speeders. Howard County officers will no longer step into traffic on roads with speed limits above 35 mph, and Anne Arundel County officers will not step out into traffic to catch speeders at all. Both departments plan to extensively review the policy and determine how it can be improved to prevent needless officers' deaths and still enforce traffic laws effectively.

"Cities Using Cameras Admit Tapes as Court Evidence"

About 40 police cars in Ardmore, Okla., will be equipped with dashboard-mounted cameras. The police department there hopes the cameras will help officers record suspect behavior, and help protect officers from any false allegations of misconduct. City council members in Lexington, Ky., have recently approved the purchase of 50 Tasers for the 50 new police officers the city will be taking on in the next year. The Lexington police department had previously instituted a ban on the use of Tasers because of reports that the weapons were responsible for upwards of 200 deaths in the United States. The department has lifted the ban after reviewing several studies which concluded stun guns alone were not responsible for fatalities. When used properly, Tasers offer police a safer option to subdue suspects. American military forces and their Iraqi allies are employing more sophisticated technologies, including tiny unmanned aircraft constructed by Honeywell International Inc. to attempt to locate deadly explosive gadgets concealed on the battlefront. Honeywell has implemented infrared cameras and additional sensors on small, remotely-operated helicopter-type devices, known as Micro Air Vehicles (MAVs), that can sit right above suspect sites and transmit images back to soldiers employing a portable handheld terminal. Thought to be the initial unmanned aerial vehicle of its kind specifically used in Iraq to uncover hidden explosives, the MAV weighs around 14 pounds, lifts off vertically, and can function at altitudes from just a fewer inches off the ground to over 10,000 feet. Barely one foot in diameter, the MAVs can fly at over 50 miles an hour. They are part of the firm's effort to create new surveillance technologies to increase its military, space, and homeland security operations. The introduction is part of a wider trend to create more innovative equipment to locate and take apart Improvised Explosive Devices, responsible for the bulk of American deaths in the combat in Iraq. Ed Sanow is the author of more than 1,000 articles on ammunition and stopping power. In October 2000, he became the editor of Law and Order magazine. He co-authored three books with Evan Marshall: Stopping Power: A Practical Analysis of the Latest Handgun Ammunition; Handgun Stopping Power: The Definitive Study; and, Street Stoppers: The Latest Handgun Stopping Power Street Results.
Edwin Sanow is the author of Encyclopedia of American Police Cars. According to the book description, “This giant, hardbound reference features the finest cars built for North American law enforcement agencies, from the 1930s to today. Arranged in chronological order, the encyclopedic collection of archival photography is complemented by a concise text revealing the evolution of the police car including standard equipment, special options, and model histories.”
