event will be held Sept. 18, 2015 from 10 a.m. to 11:30 a.m. at the Office of
Justice Programs, Third Floor Ballroom, 810 Seventh St. NW, Washington, DC. Sue
Rahr, Executive Director of the Washington State Criminal Justice Training
Commission, feels that beginning in the 1960s, and more recently fueled by post
9-11 fear, American policing has slowly drifted away from the
community-oriented "guardian" mentality to that of a
"warrior" at war with those they are sworn to protect. In this
seminar, panelists will explain how officers can utilize procedural justice to
ensure citizens view officers as a vital part of their communities, instead of
an occupying force. The seminar will be moderated by Karol V. Mason, Assistant
Attorney General, Office of Justice Programs. Panelists will include Charles H.
Ramsey, Commissioner, Philadelphia Police Department; Sue Rahr; and Anthony A.
Braga, Professor of Evidence-Based Criminology, Rutgers University, and Senior
Research Fellow in the Program in Criminal Justice Policy and Management at
Harvard University.
