Multistate Criminal History Patterns of Prisoners Released in 30 States



This report from the Bureau of Justice Statistics found that an estimated 11 percent of the 404,638 prisoners released in 30 states during 2005 were arrested at least once in another state within five years following release. The likelihood that prisoners were arrested out of state following release increased with the number of out-of-state arrests in their criminal history. American Probation and Parole Association Seeks Bids to Develop Desktop Version of Impaired Driving Assessment



APPA is seeking bids to develop a desktop version of its Impaired Driving Assessment tool for community corrections officers. The successful bidder must be able to develop a custom downloadable desktop application that will allow end users to install it locally on Windows-based computers. The core application is in the form of a two-part questionnaire; a scoring mechanism based on input, all of which gets locally stored in a backend database; a summary page based on the submitted input provided for confirmation and printing; a reporting screen; a module that populates printable reports based on all previous submissions input and filterable by a few parameters; and option to export/save data files to local computers. In addition, the bidder must be able to assist APPA in the development of troubleshooting guidelines for users when they encounter technical issues with the software, as well as a plan for rolling out beta, production and maintenance release versions.

SWIFT Task Force Quickly Arrests Convicted Sex Offender



Las Cruces, NM - Deputy U.S. Marshals and Task Force Officers assigned to the Marshals Service South West Investigative Fugitive Team (SWIFT) Task Force arrested fugitive Anthony Manuelito. Manuelito was wanted on a Federal Probation Violation, with an original charge of Failure to Register as a Sex Offender.

On Sunday September 20, 2015 Manuelito fled the halfway house located in Las Cruces, NM. During the initial fugitive investigation, the SWIFT Task Force Investigators established that Manuelito had extensive criminal history including Felon In Possession of a Firearm, Crime In Indian Country, Aggravated Sexual Abuse of A Child, and Failure to Register as a Sex Offender. The SWIFT Task Force Investigators assigned to the Las Cruces, NM office worked diligently tracking down leads and were able to establish that Manuelito fled to an unknown location in Farmington, NM. Consequently, a joint fugitive Investigation was conducted by SWIFT members located in Farmington, NM. During that fugitive investigation, SWIFT Task Force Investigators assigned to the Farmington, NM office developed information that Manuelito was at a residence located at 3363 US 64, in Waterflow, NM and took him into custody to face justice.

This hard work has proven to be effective in apprehending fugitives regardless of the jurisdiction or the location that they choose to flee with in the State of New Mexico.”
