WASHINGTON – The Office of Justice Programs’ National
Institute of Justice today published an article online that explores potential
explanations for the rapid increase of homicide rates in some U.S. cities. The
document considers two possibilities: the expansion in illicit drug markets
brought about by the heroin and synthetic opioid epidemic, and de-policing, the
intentional reduction in policing by officers.
